1.3 Introduction
The Netherlands Embassy in Kiev is responsible for the promotion of Dutch culture in Ukraine and Moldova. For this purpose, The Culture, Press and Education Department of The Netherlands Embassy financially supports Dutch cultural activities in Ukraine and Moldova. It also provides information on The Netherlands, in particular on its culture, history and cultural institutions, and answers questions related to education in The Netherlands.
2. CULTURE
The Embassy has a budget available to promote the Dutch culture, to strenghten bilateral cultural relations and to support cultural events containing a Dutch component. This budget is applicable in both Ukraine and Moldova.
If you are interested in organizing a cultural event, you can apply for a financial contribution from the Embassy. The event must focus on strengthening the Dutch cultural profile in Ukraine or Moldova. Please note that, in principle, only Ukrainian or Moldovan organisations can apply for such a grant. Applications must be submitted at least one month in advance of the start of the event and applicants must provide - at the least - the following information:
• The name and address of the applicant,
• the name of the activity,
• the date of the event,
• the intended focus group,
• an explanation on how the event is to be implemented,
• the expected results,
• a detailed budget, and,
• an account of all financial contributions.
The Embassy does not support the costs of salaries, internships, courses, education programmes or costs for attending conferences and congresses. Furthermore, it does not support the performances of Ukrainian or Moldovan artists in The Netherlands.

4. EDUCATION
The Embassy provides the citizens of Ukraine and Moldova with information on the possibilities for studying in the Netherlands.
Studying in the Netherlands
The Netherlands Institute for Cooperation in Higher Education Exchange (NUFFIC) promotes international education in the Netherlands. The Ministry of Foreign Affairs of the Kingdom of the Netherlands has contracted this agency to administer the Netherlands Fellowship Programmes (NFP). The NFP is focused on meeting the need for further training and capacity-building in developing countries. The NFP offers individual fellowships for short courses, master's degree programmes and PhD studies, as well as group trainings, such as tailor-made training courses and refresher courses. Citizens of Ukraine are not eligible for an NFP fellowship. For Moldova, applications for a fellowship should be submitted at the Netherlands Embassy in Ukraine. The Matra Training for European Cooperation (MTEC). The MTEC scholarships are intended for promising students and professionals from the countries, which will become a member of the European Union in the near future, the potential candidate countries of the European Union and those countries, which border the extended Union both in the East and in the South. In this way the Netherlands wishes to contribute to the enhancement of strategic cooperation and partnerships on the basis of the core values, which are shared by the EU: human rights, democracy and the rule of law.
