On a bilateral level, the Netherlands has made several assistance instruments available to Ukrainian and Dutch people who wish to cooperate in mutually beneficial undertakings. Information can be found on the relevant websites mentioned below.
2.1 Programme for Cooperation with Emerging Markets (PSOM)
This programme aims at supporting the transition of Moldova and Ukraine to a market-oriented and sustainable economy. Under this programme, the Netherlands Ministry of Economic Affairs finances the transfer of knowledge and expertise by Dutch enterprises and institutes, by means of assignments for the implementation of projects. EVD (Agency for International Business and Cooperation) is responsible for the implementation of the programme. This program is open for both, Ukraine and Moldova. 2.2 Programme for Economic Cooperation in Projects (PESP)
This programme is aimed at Dutch enterprises that would like to set up activities in emerging markets. PESP focuses mainly on the preparation of export transactions e.g. investment preparations studies. For more information, please visit de EVD homepage.
2.3 Programme for Starters in Foreign Countries (PSB)
This programme is aimed at starting entrepreneurs who want to set up activities in foreign markets. The programme focuses on entrepreneurs that have little or no knowledge in export transactions. PSB can partly support export activities and their preparations. For more information, please visit de EVD homepage.
2.4 Netherlands’ Management Cooperation Programme (NMCP or PUM)
This programme assigns senior advisers to commercial companies and organisations in different parts of the world, including Ukraine. The advisors share their knowledge and experience without receiving financial reward. More information is available on the NMCP website.
2.5 Programme for Government to Government Cooperation (G2G-short)
This programme aims to strengthen the relations between governmental bodies of the Netherlands and governmental organisations in the Neighbouring Countries to the EU including Ukraine. The programme provides support through technical assistance to the public sector on relevant economic and environmental themes in the recipient countries. This is realised through short and medium term projects, aimed at bilateral co-operation and capacity building. G2G covers subjects which support the functioning of the market economy and the strenthening of an enabling environment for entrepreneurship. As such project proposals could address sectors such as agriculture, transport, finance, economic development and energy.
